I am launching a candy store and trying to find an app that allows me to add a bunch of variations (45) where the customer can choose up to 15 options from the list without needing to have 15 separate drop-down menus.

Hope you’re doing well. If you want to allow your customers to choose a particular quantity from a bunch of variations then you can try the MultiVariants - Bulk Order app.
With this app, your customers will get to see all the variants on the product page and they must need to select the exact quantity if they want to place the order. You can change the display styles also if you want. Feel free to knock me to check the demo product.
