We pack a welcome note in first time orders. I have the orders tagged with “First”, I’d like to add the tag to the packing slip to streamline our process. How can I change/add to the liquid code for the packing slip template to add order tags?

It looks like your best option is to switch to using order notes, since order tags isn’t an available variable in packing slips.
If you change your workflow to add order notes to first time customers then you can use {% order.note %} to show that in the packing slip.
