Is this a ThemeForest theme? If so, it might be useful to get access to your store and see what the settings of the Announcement Bar are.
In case this is a theme purchased from the Shopify Themes App (but I don’t think so) you’ll have the Announcement Bar section on top of all sections, in the left bar of your Theme Customizer.
there is no Announcement Bar in theme setting

It seems like a customize design. You need to find the liquid.file for this and change the background URL and replace with new URL or image/png that you like to place.
there is no such file liquid.file in my theme
Are you using 3rd party theme?
