If all the products go into the cart individually that’s an order form customization where you prefill the quantities.

You’d alter it to probably manage the “cards” either using a collection, metafield defintion of product-list type, or the newer metaobjects feature.

Other newer alternative bundling is now native on shopify and they have a free bundling app, though no idea if it fits this use case.
