How can I change my website's header and footer color through coding?

Hello everyone, hope everyone doing well.

I wanted to change my header and footer color by Coding . However I cannot find [theme.scss.liquid] in assets part , instead i have bunch of broken parts of my Website in .css . Even from there i tried to change the color but i couldn’t do it.

Please if anyone knows the solution, help me!!
