How can I change this on the product page by replacing these two buttons:

without better description I have to assume you want to put the quantity and add to cart on the same line.
That’s possible, keep in mind if your using additional buy-buttons like paypal, shop-pay, apple-pay ,etc that complicate making a good layout.
