How can I change the cursor to an image in the Dawn Theme?

Hi everyone I am pretty new to coding and am a hands on type of learner. I am currently creating a apparel website with the Dawn Theme and would like to know if I could change the cursor to a image and if anyone would be available to walk me through that or send me in the direction to find how to do that?

-I have experience with HTML & CSS just not so much JSON and JavaScript.

can you just add your html and css code doesn’t any requires if add js file so add your js to global.js
