I can’t get hold of the creator of the website and he has the option to close the website and I do not. I would like to shut the store asap how can I do it without him?

If you’re not listed as the ‘store owner’ then you won’t have the option to close down the store. Only the person listed as the store owner will have the option within the Shopify admin to close the store.
If you have access to store’s admin (specifically the domain settings + online store settings), then you can remove the domain name, and then go into the store preferences settings and enable the storefront password (which will essentially make the store inaccessible, beyond the ‘coming soon’ landing page).
