how do I cancel my subscription and monthly payments. my store is cancelled but want to completely cancel my account and subscription.

Thanks for reaching out here. Once the account owner closes the store manually, all Shopify subscription changes should be stopped. If you followed deactivation steps from this guide you should see any charges in the future. That said, it is important to note that some apps have external billing systems and may require manual cancellation for them too.
If you want to confirm that your account is completely deactivated, you can reach out to our Support team who can confirm this with you. I invite you to reach out to our Contact Us page. As you can’t log in, select ‘Can’t log in to your Shopify account’ and then immediately click on the ‘I still can’t access my account’ green button.
Then scroll down to the bottom of the page, where you should see the ‘Get Support’ section, where you can select your preferred communication channel.
