How can I create a customizable product listing for party decor on Shopify?

I have an idea in my head and I will try to make it make as much sense as I can.

I want to create a listing for a customizable package (I sell party decor)

so like they would give the party information - name, age, theme, etc.

then be able to go through and pick that they want one cake toppers, 24 cupcake toppers, 4 centerpieces, 12 favor bags, etc instead of it being a set thing like this package comes with a set amount of items.

I want it to be a bunch of options on one page, The closest I can think of is a collection, but its not exactly what I want.

Can anyone decipher my vision and help point me in the right direction of getting it made. Is it even possible with Shopify? Thanks!
