Question is you want another site or want to implement this in your current site.

To achieve this you can modify the current sign up page with option of retail or business if user select the business option a gst or tax number field will be appear.

This user will also be marked with tag business in admin.

Now you can use apps or custom codes to hide the pages or have automatic discounts applied to these users.
