How can I create checkout discounts for VIP customers?

Does anyone know how I can create a discount for VIP customers ? ie a discount at checkout for those who have spent a total life time spend over a certain amount.

Is there a cheap or free app that will do just this? or would we be able to write it in the code using a shopify expert.
