how to customize the powr popup extension? Would like to have it black background with white text, two options yes over 21+ or No as a button not drop-down, and remove the powr popup on the bottom.

I appreciate the context that you have shared with us as that is very helpful! That is a great question.
You should be able to make changes to the POWR popup by navigating to Settings > Apps and sales channels and selecting the application. Once you have selected the application, you should see the option to Open app. I took a screenshot from my test store to show you the section I am referring to:
That should allow you to customize the POWR popup that is appearing on your online store.

Is there a way to make the two options side by side and in rectangular boxes? Also, couldn’t make the text white color like the rest.

Looking into the POWR application, I am a bit unfamiliar with the changes that we can make. The reason for this is because this third-party application was not developed directly by Shopify. I would suggest reaching out to the developers of the application as they would be in the best position to provide you with additional insight and support.
You can get into contact with the developers of the application by navigating to the app page located on the Shopify App store: POWR Popups | Sales Popups.
Once you navigate to that page, you can scroll down to the bottom of the page to see the Support section which details their contact information.
