Is there a way to display the shipping options as expanded in Shop Pay? Customers often don’t see the expand arrow to see other options.

There isn’t currently a way to set the shipping options as expanded by default. I appreciate that not all customers will think of reviewing the shipping options or know where to find them, so I’m happy to submit a feature request on your behalf.
In the meantime, you can find all checkout customization options under Settings > Checkout in your admin. Any visual customizations like changing the colors or adding your logo can be handled under Online Store > Themes > Customize, where you can select Checkout from the drop down menu at the top of your theme editor.
Yes- we are seeing the same issue
Not all shipping rates show- customers are not checking out because they only see high shipping rates.

how is this not a thing. I feel it was and now its changed. we constantly get customer selecting the click and collect free shipping option. we hvae to make 5 calls a day at least chasing up and then taking shipping charges over the phone.
This is such a basic and stupid thing shopify can’t get right
