Shopify has no concept of “fees” as a line item.
You either need to make the fee it’s own product or bake it into the product price.
As it’s own product it will be workarounds to ensure the “fee” item gets put in the cart, stays in the cart, goes through checkout and isn’t ever refunded except when actually being redeemed.
There are apps for this researching “fee” on the app store, or advanced theme customizations.
With bundles being a native feature on shopify that may be a new approach for handling this.

Did you ever find a solution? Our shop also needs to implement the CRV charge due to the new law. We installed the app called Canteen but haven’t used it yet. Since the CRV only applies to the customers in CA, we’re not sure how to have it only charge CA orders if people were to order online. In store, we can manually add in the CRV charge with a button.

You’d configure the fee per product (or variant): small cans/bottles get a $0.05 fee, large containers get $0.10, pouches/boxes get $0.25. Once set up, the fee auto-adds to the cart whenever that product is sold — in POS and online — without staff doing anything manually.
You’d configure each product/variant individually (it doesn’t auto-detect container size from a metadata field), but for a liquor store with defined SKUs that’s very manageable.
