Hey, I am attempting to sell customized pet tags with things such as the pet’s name, phone #, address, etc. What is the best/cheapest way I can do this?

Otherwise it would be possible to build in some simple data to pass along with the order to make it evident what the product’s custom parameters are like you need for your pet tags.
An app might be simple for a monthly fee of around 20-100/month depending on your needs. You would mostly have to use find a way to use the app as it is though if that works for you. Otherwise a custom dev solution could be built for you which might be done pretty reasonably depending on what your order and delivery solution requirements are.
