How can I eliminate the secondary hover border on my buttons?

Hello, I have many buttons which contain custom CSS to create a colored border both in the inactive state and on mouse hover.

Something in the theme is causing a secondary border to be shown on the button when hovered over.

I have set the button border to 0px in the theme settings and have tried variations of code to fix this with no luck.

It is happening with all buttons in the store. Any ideas on how to fix this?
