Regards your concern to remove unused Css from your theme. But unfortunately, that is not possible to remove unused code in that file, you can delete the whole file only. Because of that file has contains everything that your page ( or apps ) needs, if you remove some of these line of css code. There will be a chance of another page will be messed up. So i suggest you just leave it there, if not you can remove the whole file ( in case you dont need that ).
