My shop is based in EU.
For shipping from within the EU to the EU shipping tax should be calculated but it is not.
What do I have to do to enable it?

It is calculated. It is just the representation of the tax calculation in the order is not very clear.
Items and shipping are shown tax inclusive

So the order price without VAT is 58.26 plus 12.24 VAT which gives you 70.5 .
Most probably you have your pricing VAT exclusive in the catalog so VAT is added to the catalog price , while shipping is still calculated inclusive (you perhaps have 10 EUR as the shipping rate). To alleviate this situation just increase shipping rate by 20 percent and it should work fine for you.
