My collaborator is asking for access for files, but I can’t figure out how to give him this access. Any suggestions?

They already have access to ‘Themes’ but they are saying they need access to ‘Files’ which I do not see as an option.
I’ve seen this page, it doesn’t help me provide access to ‘Files’ as that is not an option in the permissions menu.
