How can I implement a commission-based billing system for merchant orders?

I need to take a commission as a percentage of each purchase on monthly basis.

For ex. merchant ABC sells a product costed $100 on Jan 5. I expect to get commission $8.

Next day merchant ABC sells a product costed $200. I expect to get commission $16.

And so on

As the result I want to have $24 as monthly commission form merchant ABC.

What’s the easiest way to implement this workflow? What’s Shopify offer?
