Is there an app/feature for Shopify that can be used to limit the number of digital downloads for a user per month?
I’ve seen a number of people ask this question some time ago but not seen a solution for this.

Are you looking to limit the number of downloads to a customer for a specific product? Within the Shopify digital downloads app you can enter the number of times that you would like the customer to be able to download this file. For example, if you enter 2, then the customer can download the file twice. We have a guide on setting this up here.

In case you’re looking for an app to limit digital download per link - That is, if you say 3, then customers could download only 3 times from that secure link

What he asking is : Is there a way or a shopify app that would sell a subscription where members would be limited to a certain amount of digital items per month, not the same items and not per link. For example I sell stickers and I would like to create a membership tier where my members would be able to download a limited amount of stickers sets per month , for example, $17/month would give access to 4 sets per month, for $27/month 6 sticker set.
If you have a solution it would be really amazing!

There are really two different limits people mean when they ask this, and it helps to separate them.
A per order limit caps how many times the links from one purchase can be used. Most delivery apps, including the free Digital Downloads app, work this way. The catch is that the cap is shared across every file in the order, so someone who buys a bundle can spend the whole allowance on one or two files and then get locked out of the rest.
A per user monthly limit, which is what you are describing, is a subscription pattern. Shopify does not do this natively. You would need either a memberships app that gates a downloads page behind a login, or a delivery app that tracks counts per customer rather than per order.
Practical suggestion before you add any app: decide whether you are protecting bandwidth or preventing sharing. If it is sharing, watermarking the files does more than any download cap. If it is bandwidth, a generous per file cap with link expiry gets you most of the way and creates far fewer support messages from legitimate buyers.
