How can I make my webpage buttons auto resize for different displays?

Hi everyone, wondering if anyone could help me figure out code to make the two buttons below the header that link to other pages, having a tough time auto resize to different displays and mobile versions of the website. here is an example.

Versus what I currently have (this is a static size and won’t adapt to display size its being views on):

Also looking for help on how to remove the padding between the photo and the buttons as well as the padding below the banner image.
