I am trying to make the entire image that appears in the banner linkable
how can I do it?

The first you should go to settings of banner section and check at here, find the link field and then set the link to banner.
Then if the theme not support the link field, you can customize the schema of that section, and add the url type for it, then use liquid add to places handle the show image banner.
