How can I make the note field appear automatically in my cart page?

In my template, the NOTE doesn’t appear until I press the button.
I would like the NOTE field to appear from the start when I visit the cart page, without having to do anything.
I would appreciate it if you could tell me what part of the code I need to change and how to change.

  2. Now remove lines 194 to 196
