We have multiple locations based on sellers collections (20+) and need to be able to ship from all over the country. Is there an app, or way for us to add more locations without being charged for Shopify Plus? Has anyone found an app that allows sellers to handle shipping + returns to their customers on their own?

You can use the Multi Carrier Shipping Label app to handle this easily. You can add multiple locations and set the shipping & returns based on these addresses. You can try the app with a 14-day free trial and contact the support for any assistance required.
