In order to do this, you can either create a draft order from scratch using the information from the abandoned cart, or you’ll need to make use of custom coding or a third party app like the ones mentioned in other replies in this thread. I believe that the first reply to this thread is using an app to turn that example abandoned cart into a draft order based on the second screenshot they provided.
