I purchased the “START UP” theme because one of the presets it showed on the theme store called “home” looked great. but when I load the theme I only see the theme as its first shown on the “tech” example preset. I don’t want to have to manually redo the Home preset. the whole purpose of the purchase was to simply fill in the sections as they are shown.

If your previous theme used OS 2.0, you can go to the templates/index.json file, copy the whole thing and paste it into the newly uploaded theme. It will help you to move the whole setup in Customize.
This is only supported on OS 2.0 and the same theme.
