I am trying to set up my shop so that customers get free shipping on orders over $49. However, I would also like to include the option for customers to choose paid shipping in order to get their item faster even if they do qualify for paid shipping.

You can provide custom shipping rates.
In your Admin store > Click Settings on the left bottom corner.
Click Shipping and delivery
You can click the manage for general products or make your own custom shipping rates.

Unfortunately, you can set one shipping condition at a time within Shopify settings. However, I guess there will be some third-party apps that can help you achieve this.
