I am currently using Seal Subscriptions for my subscription app. However, this does not allow to me to omit shipping charges for my local delivery customers. I believe I read this is a Shopify limitation. I am looking for another way to not charge shipping for my local delivery customers that purchase subscriptions. I created a promo code that they can use but anyone would be able to use this if they know what it is. Is there another way that I am missing? Perhaps an app that allows a discount code based on location? Please help! Thank you!!

This sounds like something Assemble Subscriptions could help with!
Assemble has a feature that allows you to create different shipping profiles. Within a shipping profile you can select shipping zones and then set a rate for these zones.
In your case, you would create a shipping profile that included all local shipping zones and you could apply a rate of 0 (free).
