I appreciate the context that you have shared as that is very helpful. In order to remove the hold on the Shopify Payments gateway, you will need to have your documents reviewed. Since you have attempted to upload your documents a couple of times, I would suggest reaching out to our support to look into this further for you. We are unable to authenticate you for the store in question using the community forums - with that being said, it would be more secure for you to login to your store using our Contact Us page.
Note: Once you successfully login to your store, you will directed to the Help Center - type in what you would like to get assistance with and search for related articles. You should then be able to locate the option to Get Support that will appear below the search results.
