I’m happy to take some time to see how we can assist you with getting your payouts delivered to you successfully. Are you getting any sort of errors when trying to connect your Skrill account? If so, can you tell me what those errors are?
I’ve linked my Skrill with my email Account and tried creat a Skrill account with same details but the Skrill informed me after several contact and notified me that I’ve not account linked with the email… But in store I’ve Skrill linked as my third party payout…
I’ve make a request to remove the above detail, but the Shopify support asked me to hold on removing it, for it might affect my account… Then later I contacted the second support that walked me through it and helped me…

Based on what you’ve described for me here, it sounds like Skrill is saying that there is no account they can find with the email address you provided them. Are you able to access Skrill via your payments screen in your Shopify Admin, and see if there’s any information there regarding what email you used to make an account with them.
It also sounds like you’ve spoken to a few different support teams about this issue. Can you let me know of any next steps these teams or team members suggested to you?
I’ve successful credited an account with Skril… I need to resolve this issue… But I don’t really understand how this Skrill works..

With Skril being a third party platform and service, Shopify Support Staff are not trained on their software or their accounts, so we cannot support you with your Skrill Account directly.
Digital Wallets such as Skrill often times cannot be used as an account that can be linked to your store to accept payouts. It is best that folks use a bank account that can receive funds for their payouts.
