How can I separate the header from the navigation menu on mobile and desktop?

Dawn Theme Separate Header From Navigation Bar

Hi there,

Is it possible to separate the header from the nav menu? on both mobile and desktop. Ive attached a picture of another website where i got the inspiration from. Basically would like my site to look exactly like this on both mobile and desktop, if possible on mobile make the menu swipe-able so fit it on the screen.

Any help would be appreciated :slightly_smiling_face:
