How can I set a minimum character limit for customer addresses?

Hello,

Some of my customers don’t provide proper address while checking out and their order eventually gets returned back. An example address that my customer entered is given below. I was wondering if there is a way to set up a minimum address length while they enter their address. For example, they have to enter a minimum 20 characters or that they have to enter their door number, street name, etc. Please let me know if I can do this. Help is much appreciated!

I want to validate the customer’s address on the checkout page itself. If they entered only 10 characters, they should be prompted to add more address. I hope I made it clear.
