How can I set a minimum purchase amount of USD 400 on my website?

I wish to be able to add as a condition for the purchase a minimum of 400 usd.
At the moment, the way I solved it was putting a shipping cost of usd 999999 in purchases below 400 usd, so that customers do not continue with the purchase, but I would like to disable the checkout option if they do not reach the amount of usd400 and an error message appears asking them to add more products to their cart to continue with the checkout.

Possible but need customization. You need to check the cart value every-time when customer hit at atc button. Once the defined value achieved then show/enable checkout else disable/disable the checkout button.
