I want to automatically set up a limited time free shipping campaign.
Since the campaign ends after business hours, I cannot manually set it up from the admin panel.
Do you have any good applications or advice?

Our app Intuitive Shipping can definitely handle this for you. Using our conditions engine, you can specify a start and end date for a scenario. See the example below:
You would then create a free shipping method within the newly created scenario. When a customer is checking out, the free shipping promo would only appear if their checkout date/time is within the specified date range.
In addition to date/time, our conditions engine allows you to create almost any combination of criteria for a shipping method to appear. For example, you can limit which products qualify for the free shipping promo, if customers tagged a certain value, cart value has to meet a minimum threshold, etc. We have over 40 different condition types in total.
