How can I set up anchor text links in my blog posts?

Can someone please share instructions on how to set up anchor links inside of a blog post, or if there is an app to do that?

Some of my blog posts are long and I want to link top text to a lower part of the page.

I need to be able to do this versus having someone access my store and do it for me. Thank you.
