I need to charge based on zipcode in my shopify store. I’ve tried some apps but they are telling me to activate CCS API and for that I need to upgrade shopify plan. I don’t have such budget. Help me to achieve this task without need to upgrade my plan.
It’s not possible. Your options are limited to what’s feasible with setting up shipping zones.
Can you guide me then, how can I achieve this?

Yeah! I’ve 5 groups and there’s no other condition on products is there. I
just need to add shipping rates on all the products based on zipcode group.
Hey Devfolks. As others have said here, I don’t think you’ll be able to do this on the plan you’re on - you’ll need to upgrade or try another tool.

First need to create 5 rates(different each name) on the Shopify settings, and using above app, it has options to hide shipping rates according to zipcode.
in the app creates first rule and write shipping method name, and set condition by zipcode.
app have also available live chat, feel free to connect for a quick response.
Note: Are you using any automatic discount app? Like wholesale, bundle, volume, etc.. because such an app generates draft orders and our app does not work on draft order checkout.

Hi @devfolks ! This is possible with or without CCS with certain limitations.
Generally Shopify doesn’t allow you to add rates based on zip code - the only conditions are country, state and weight & delivery group price.
If you are on Shopify Plus this could be done through custom app development (no app store app required), but Plus gives CCS anyway so we can rule that out. So given all that - a 3rd party app is required in such case, no other way around it given the way things currently work.
The app SMART Shipping Rates & Rules offers both Delivery customizations without CCS and Shipping Rates through CCS, making it accessible for all merchants, no matter what Shopify plan they’re on.
For your specific setup, it is advised to create 5 different rates and hide/show them based on the “Zip code” condition shown via the app.
Example of utilizing Delivery Customizations in your case:
One limitation that applies to all apps is that creating Delivery customizations is a 10KB configuration - could cause trouble when you have a lot of zip codes. In such cases i’d recommend using prefix like “starts with 12,13,14”, etc if you have zip codes like 12222,12223,12224 and so on 
CCS generally allows for pretty much unlimited logic on most apps, as the constraints aren’t set and an external server from Shopify completes the calculation, allowing for longer execution time ← just thought I’d elaborate on the 10KB limit here vs there
