If I have a customer who has purchased from the store, has given her email and phone contact info and has verbally requested to be signed up on our marketing/newsletter list, how can she subscribe or how can I assist with her signup without having to go to the online store subscription pop-up? Is there a way to do that at the checkout register when collecting her email contact information?

You can add her by yourself.

From you Admin page, go to Customer

Find the customer you want to edit, then on the right side click the Manage button

Click Edit Marketing settings

Check the Customer agreed to receive marketing emails, see image below
In the checkout page, there is also a checkbox the customer can check. See image below
