I have gone to payments- activate paypal express - directed to paypal, then back to shopify and still nothing

However, I’m also happy to help troubleshoot as much as I can with you here in the Community too. So let’s get started looking further into this for you.
First of all, is your Paypal account a business account? It is required by Paypal that you use a business account in order to set up Paypal on your Shopify store.
Secondly, after you do click on the Activate Paypal Express Checkout button and follow the prompts, what do you see in the Paypal section of ‘Settings > Payments’ when you are redirected back there? A properly connected account should look like the screenshot below. What does it look like on your end?
