Well i have the same problem, the problem is there IS NO MORE ACTIONS or EDIT button on the primary market. so I literally cannot change this. please help.

- Primary markets can only contain a single country, not multi-country regions or groups like ‘Europe’ or ‘European Union’
- The ‘Make primary’ option only appears for markets containing exactly one country
Working Solution:
- Create a new market with only one country (e.g., Germany instead of ‘Europe’)
- Ensure the new market is set to ‘Active’ status
- Configure shipping rates for the new market
- The ‘More actions’ → ‘Make primary market’ option should now appear
- Alternatively, toggle the desired market between inactive/active status to reveal the option
Limitation:
Users wanting Europe or EU as their primary market must select a single representative country instead. The previous primary country automatically moves to the International market after the change.
