To become a Shopify Partner, you have to sign up for the Shopify Partner Program.

The signup steps include:

  1. Click on Join Now
  2. Enter your first and last name, email address, and password.
  3. Verify your email address with Shopify
  4. Complete the form including business details
  5. Your Shopify dashboard
    After form submission, you will be able to view the dashboard

By becoming a partner you will be able to create Shopify apps, become affiliates, create Shopify stores, and more.

You can sign up to become a Shopify Partner via the link shared by @Wish-It . Once you’ve become a Partner, you can start building apps and sign up clients to your account, and make use of unlimited development stores for testing purposes.
