For Shipping to a certain country, customs ask for the ID of the customer. How can we let the customer upload copy of their ID, if they are from a certain country?
The upload field will be available only if they are from a certain country.

Typically you would want to use an app that allows for customers to upload files, of which there are many.
It sounds like @Anonymous has a suggestion below, but you can also use apps such as Hulk Form Builder and Form Builder with File Upload.
