How do I add a 2.1% Mill Tax to existing state/county/local sales tax for California pesticide sales

The state of California requires the addition of a 2.1% Mill Fee to the sales of certain pesticides in addition to the normal state/county/local sales tax.

We are on a regular Shopify account (not Shopify Plus). How can we add this fee to the sale of applicable products?

Currently, we have a flat tax of state tax + Mill tax configured using the Tax override, but that does not include county and local taxes.

Not the same problem but I have a close approximation. Have you found a solution?
