How do I add a sub announcement bar below the header?

Please could somebody advise/supply me with the correct code on how to add a sub announcement. (Announcement bar below header, as shown in the website I’ve attached below).

@Anonymous - if your theme do not have it by default then we will need to use html/css coding to put this bar to your website, we will need to edit template. If you want then you can add me as collaborator, I can do it
