The most common reason for making changes in the theme editor and not seeing them reflected on your store is a Shopify feature called Store Contextualization. The feature allows you to alter your store’s sections based on your Markets settings in the admin. So you can easily accidentally be editing your store for a different country without noticing. Here is Shopify’s Store Contextualization Guide that you can check out for how to reset back to the default context.
The context drop-down menu is located at the top of the theme editor and looks like this:
It sounds like you may also being having trouble adding sections using the theme editor in general. If you navigate to the theme editor and click (+) Add Section below the ‘Template’ heading. This will open a section selection menu where you can select the section you want to add to the template. Here is our Templates Guide you can check out for more information.

If this seems to not be the case for you, can you please provide some more details about what sections or changes you are making that are not being changed when you look at your live store?

if your theme is Theme 2,0 then you can add it on the theme editor: add sections => select section type
if your theme is Theme 1.0 then you can add it to the theme edit code.
