I have taken over the running of the website butthe address on shopify payments in still theprevious owner
To change the address, go to Settings, and under Store Details, look for the Address section and click Edit.
In the case you are unable to change the Country, then you need to deactivate the Shopify Payments, make the country switch ad then Activate Shopify Payments. Shopify Payments is available in a certain list of countries.

In order to change the business address associated with the Shopify Payments account, it is best to get in touch with our Support Advisors on Live Chat or Callbacks. This would need to be escalated through to our Shopify Payments team to make the changes on their end, which we can only action via Live Support!
