Usually, you need setup your listing element in your footer section. then create those list/navigation.
I saw your current store footer that is the default horizon theme footer. To make as like you want you have to organize columns in footer sections.
The footer design currently showing on your store is the default one. To apply the design you shared, we’ll need to customize the theme. It’s not possible to do this with CSS only, so I’ll need store access for that.
