You can create another variant of that product with the price you want, for example:
Product A - Variant 1: Buy 1 = 24.99
Product A - Variant 2 : Buy 2 = 39.99
If not you can use any 3rd app which is bundle and discount

You may want to consider using our app. Our app is able to meet your needs as it is primarily a bundle inventory management system so it will also be able to track the SKUs for variants of each product.
The bundle inventory is automatically set based on the available inventories of the bundle item(s), including the inventories of the variants. Proper quantity will also be taken out of the inventory of each bundle that is being purchased.
Bundle Kit bundles are built on top of normal Shopify products and Shopify supports up to 3 variant options and 100 variants per product.
To achieve your desired outcome, you would first need to create a dummy bundle product first in Shopify.
Under ‘Options’, you can do the following:
Option name 1: Buy one for 24.99
Option values: all variants if necessary, otherwise, leave this one out
Option name 2: Buy two for 39.99
Option values: all variants if necessary, otherwise, leave this one out
Option name 3: Bundle name
Option values: all variants if necessary, otherwise, leave this one out
