Could you let me know which application you are wanting to add to your development store? When it comes to adding third-party applications to a development store, we are a bit limited to which applications we can test out. With that being said, we do have a list of third-party applications you can add to a development store here.
The application charges will apply once the store is switched over to a paid plan. If you would like to add an application from the list in the link, it will be added directly to the Apps section of your store. I took a screenshot from my test store to show the section I am referring to:
If you are attempting to add an application to a development store that is not included in the list, it will not be added successfully. In this case, we will need to ensure that the store has a paid subscription plan in order to add any additional applications.
